Waist Around the smallest point of your waist - above the belly button, below the rib cage.
Hips Around the fullest part of your hips and bottom, keeping the tape level.

Definitely very cute but i will emphasize it is meant to be oversized so i persoanlly wish i got a large. I am a curvier woman so i will say I think this is a more flattering outfit on a slimmer body type. Im 5’7” and 150 lbs with a bigger butt and chest and this dress just kind of makes me look way bigger than i am.
