Waist Around the smallest point of your waist - above the belly button, below the rib cage.
Hips Around the fullest part of your hips and bottom, keeping the tape level.

CUTE BUT NEEDS A LITTLE WORK
Nice flattering and comfortable dress, though the cut could use some improvement around the area where the sleeves join the dress - means that when you lift your arms the whole dress lifts. I’m a size 8-10 and M fits well.
